Zagreb is an interesting city, a city in transition. It became the capital of Croatia just 20 years ago, in 1991. While it has experiences great growth and construction since WWII, it is a real mix. Old and new, pre-communist, communist, and post communist influences, parts that are crumbling from neglect and wars next to parts that have been beautifully restored. The city is full of sidewalk cafes. Generally they just serve beverages and small pastries, unlike cafes in many other countries where you would find a broader food menu.
