I know what the old procedure was: they were deducted when the
upgrade was reserved but returned if it didn't clear. Since the new
regime took over, is that still true? Reason I ask is I applied a
couple, but my count doesn't seem to have diminished.

In my experience as recently as June or July yes, still true.

Thanks for the confirmation - will operate on that assumption.

agreed but over the years there have been a few occansions when SWUs/CR1s did not get reserved or pull until check-in -- rare but happens

And sometimes the reserved CR-1s are returned if your upgrade would have cleared as UDU.
