What kind of "stupid" fare is this?

I am looking at the fare QLE0JZ3 that AA has filed between LAX and NRT. The fare rules which can be accessed via EF or ITA say:

PERMITTED 25DEC THROUGH 09JUN ... ON THE OUTBOUND TRANSPACIFIC SECTOR. SEASON IS BASED ON DATE OF ORIGIN.

Great, but then, they go on:

TRAVEL ON THIS FARE COMPONENT MUST COMMENCE BY MIDNIGHT ON 31MAR13

Now, this seems rather silly in my unsophisticated worldview. What's the point in offering a fare which is "permitted" till June but nobody is allowed to fly it after March?

If stopovers are permitted, could one fly LAX-SFO before March 31, then SFO-NRT TPAC in April for example?

    The stopover rule is:

2 STOPOVERS PERMITTED ON THE PRICING UNIT AT USD 100.00 EACH

Seems expensive to me, but maybe that can be made work for some. However, my point was not to somehow book a ticket within this fare, but to point out the ridiculous nature of a fare that is "permitted" but you can't fly.
