Considering using some of my USAir miles for South America. Found NS Business to EZE but only two stops on return. Ordinarily I would grab it and pay to change when something better came along.

But what happens if between booking the award seats and the day of the flight, USAir has moved out of Star Alliance? Can the ticket still be changed? Who controls the partner ticket when they are no longer a partner?

These should be on usairways stock, so their rules should apply. As long as you don't touch your star segments you should be good. For eze, many more options open up with AA and Lan/tam. My guess is that us won't leave star until all the approvals are in place which could take at least 6 months.
