    When a European traveller is not immigrating into, but merely connecting through a US hub for onward travel to Europe, does he still need to complete any sort of paperwork?

    Like ESTA

    AFAIK there is no airside transit in the US. This means you clear both immigration and customs and need ESTA if you're from one of those countries.
