It seems like Smisek's strategy is to make sure that UA is not better than DL in any area:
Lower morale than DL - check
Worse food than DL - check
Poorer service than DL - check
Worse on time and completion rate than DL - check
More RJ flights than DL - check
Oops, DL reduced club drink offerings, better match that - check
DL reduced value of mileage earning, better match that - check
Worse RASM and RPM - triple check
    Worse earnings - triple check

When you have operational reliability, customer service, and morale problems, and are driving away long-term frequent flyers, and profits are below par, why, that's a perfect time to reduce mileage earning for all customers, at all elite levels. Heck, make sure that no UA customer has any reason to choose UA over DL unless UA offers lower pricing, to ensure that RASM and RPM will remain subpar.

How would this change affect the total miles generated from flying? If there's a difference from the previous scheme, CC transfer partners would be indirectly affected as well.

It should reduce the miles that UA has to give members for flying by about 40%

It shouldn't change the miles generated by credit cards

If you no longer earn enough flight miles from UA as a leisure flyer to achieve your goals, why would you bother getting or keeping that Explorer card? Might be more beneficial to get a no- or low-fee cash rebate card.

Not to mention there are a lot of other miles/points cards you might switch to, if you're still traveling but not on UA.

As a non-elite, the reasons to get the card might include a free checked bag and group 2 boarding. As an elite, there is no reason for the card

If someone wants to earn UA miles, but gets most of their miles through non-flying means (Rewards Network dining, MP Shopping, credit card spending, etc.) it may make sense for them to get the Explorer card.

Very true. The value proposition is increasingly strained for Premier members.

This is the anti-version of how they discussed the changes in their secret meetings

The race to the bottom continues. With the poor performance of United (service, on-time, income, etc.) you would think they would they to fix the airline first.

let's see ... "destroy the value of mileage plus" ... check

one more item off Jeff's bucket list.

    What's next?

    - Destroy the United and Continental brands ... check
    - Give up 4 gates at LAX .. check
    - Blame the customers for management's problems .. check
    - Blame the employees for management's problems .. check
    - Blame the reservation system for management's problems .. check
    - Drive HV Fliers away with huge devaluations and operational issues ... check
    - Continue to shrink the business during a period of unprecedented industry profits and growth ... check
    - Begin to destroy United's (formerly) profitable Asia routes .. check
    - Destroy more guitars .. check
