This leaves a lousy taste in my mouth.
On a similar note, I always felt security at baggage claims is somewhat lacking and based mainly on trust and honor.

It is amazing what people would do to risk their jobs. Is stealing the luggage more important than their jobs? How dire could their situation have been?

Well said. "Trust and honor".....that's for a honorable society to trust in. Sadly this wasn't to be in this case.
