So, late shift they only have one controller assigned to the tower at DCA, and he fell asleep. Especially ironic that it should happen at an airport named after the man who fired the controllers.

So true, and so amazing. I thought this was settled after DL5191 and the subsequent August 2006 FAA proclamation that 2 controllers would be on duty in a tower at any given time.

Do they still make pax sit for a half hour before landing at DCA? Meantime, just one tired overworked controller to make sure the planes know where maintenance vehicles are on the taxiway at night... a UA and AA flight had to fend for themselves when landing and taxiing.

No, but there was some reports of crews making up their own rules not long after the Underpants Bomber incident.
