SilkAir, the regional wing of Singapore Airlines, will begin four-times-weekly services to Kolkata.

Together with Singapore Airlines’ three weekly flights to the Indian city, both airlines will operate a total of seven round-trip services per week.

Singapore Airlines’ flights will be on Wednesday, Friday and Saturday while SilkAir will operate its flights on Monday, Tuesday, Thursday and Sunday.

I would describe Silkair as more of a budget affiliate of SQ, not a regional wing. SQ runs a lot of regional flights and even has regional aircraft. Also, Silkair flights might not get FF credit.

MI miles can be credited to KrisFlyer.

Yes, but not to any other *A carrier AFAIK. Do all fare classes get 100% miles on KF?

MI is not a member of *A. :)

Here is the booking classes that will allow us to credit the miles to KF.

    125% - C, D, J, Z

    100% - B, E, H, K, L, M, S, U, W, Y

    • Most booking fares are eligible for accrual of KrisFlyer miles. However, Economy Class tickets issued in V, Q, G, N or T booking classes on Singapore Airlines and SilkAir are ineligible for mileage accrual.

I would describe Silkair as more of an airline that flies to places where the demand is not lucrative enough for SQ. Its prices aren't certainly what one would consider as budget.
