An airline that serves routes between the Hawaiian islands has received federal approval to offer charter service to London out of Illinois.
Mokulele Airlines' parent company Mokulele Flight Services Inc. says it has approval from the U.S. Department of Transportation and the Federal Aviation Administration to conduct weekly nonstop charter flights from Rockford, Ill., to Honolulu and London.

This article says Rockford airport is paying the carrier $1.4 million to run the service. This is reminiscent of Portland paying DL to maintain their nrt-PDX service.

Does Rockford have customs and immigration facilities to handle an inbound London flight?

I'm thinking they do since they have flights to Mexico.

They have had for a long time, partly because of the free trade zone. This will require fairly serious upgrade to facilities for both immigration and customs, I suppose. It will be a good place for charter flyers to use, with free parking etc. and none of the congestion of the airports further east.

    yes.

A benefit of RFD is that they have free parking.
