I wonder whether this is at least partly the result of the new ownership of Raffles.

Wondered the same, however while the Raffles Hotel Singapore and their Raffles Paris property is now owned by the Qatar National Hotel Company, the management is still with Fairmont / Raffles International which is controled by Kingdom Holding // Kingdom Hotels of Saudi Arabia just like Four Seasons is.

The problem of loosing Raffles in Tianjin, I would presume lies with the management company of Fairmont / Raffles International. Maybe it was they had differences in their vision for the Tianjin property. However, I do not particularly believe that Kingdom Holidings does enough to build the Raffles brand to a true international player, seeing that they prefer to support new Fairmont and Four Seasons around the world. I question their commitment to the Raffles brand // name right now.

They also control Swissotels and Moevenpick Hotels.

I'm concerned about the new ownership too, especially since it apparently caused the Raffles Singapore annual food and wine festival to be cancelled--or at least not held, I'm not sure whether it was ever officially announced--this year.
