The issue if you are Chair of NTSB is that you preside over one of the last uncorrupted agencies. You know the FAA has become a shameless appendage of the cartel and DOT is a laughingstock. Do you wait for the bodies to pile up or do you intercede when you are aware of corrupt motives for rulemaking or lack thereof or failure to enforce existing rules?

Well, they're doing an investigation, and their findings are usually taken seriously because they are non-political. But outside of making findings and recommendations (which they can recommend but not impose) that's about all they have the power to do.
