Does anyone know of a card that has 0% apr for 12-18 months and doesn't charge the 3% for a balance transfer?

I would guess that it doesn't exist. That's a lot of money for the bank to be giving away with very low potential up-side.

There are several credit cards that will let you do a balance transfer for free when applying for the card.

Lots of credit cards offer 0% interest on the transfer. But they also charge significant fees immediately. Be very careful to check the details.
