Negotiating a fare

    If a flight has 70 or more open seats don't you think you should be able to go up to a ticket counter and make an offer? It seems that they should offer this scenario so a plane doesn't fly empty...

    Nope.

    The small amount of additional revenue would likely
    not be worth the disruption of the pricing system, loss
    of brand integrity, and so on. Anyhow, it's been tried.
    Back in the '60s and '70s when I started flying regularly,
    one could stand by at the gate and possibly get a good
    deal on an undersold flight. I forget when they stopped
    doing this, but it was for cause.
