I typically don't fly Delta or their partners, so I didn't notice that some of the flights I took did not post to Delta miles. According to Delta's website, the only way to get missing miles received on partner airlines (Czech Airlines, for example), is to send them the ticket. Is there an online way to do it like United has?

First, did you verify that you were booked in a fare class that will earn miles? If so, then you could try emailing with the carrier, PNR, and dates of travel. However, if it wasn't AF, KL, or AS, I'd guess they'll need you to send the BP if it didn't post automatically.

It is possible that my FF# was not provided to begin with, has happened before. Sending stuff in by mail is just... wrong century.

If you call DL, you can get their fax# and should be able to send your BP in to get credit so long as your fare class earns MQMs, per mtkeller's post.
