any idea when the mileage programs are going to merge
The merger is being reviewed for antitrust concerns by authorities in Chile. So, there has to be a completed merger before we worry about a merged mileage programs.
Several other countries are reviewing the merger also. It will be a while before a green light is given (if at all).
Even though the deal is a long way off, if it happens, the Portuguese press is reporting that TAP and LATAM are in discussions. That seems unlikely since LATAM does not yet exist, but it still would be interesting and possible that it might happen.
Yesterday the Brazil civil aviation agency gave their approval, but all the antitrust people remain to opine, so nothing in this thread really changes. I am a little chagrined that my post #5 was being written as ANAC was giving their approval. My crystal ball may be somewhat tarnished.
