Okay. Received this offer in an email.
I think it was previously only China. Singapore is certainly a new addition.
    Highlights of this program:

    1) One free night at any of the more than 4,700 IHG® hotels worldwide
    2) 25% off all dining and beverages at hundreds of participating hotels and restaurants across Australia, China, Singapore and the Middle East
    3) Instant one-level status upgrade in IHG® Rewards Club
    4) S$70 dining e-voucher already pre-loaded onto your membership card

Cost is either (Call) SGD 348.00 or (online sign-up) USD 264.00
The above are membership fees per year.

I think this program is worth considering due to the free night and the $70.00 food credit. That itself should covers the cost in a lot of cases (depending on the free night's value).

The 1 level upgrade (Club to Gold) or (Gold to Platinum) is also a factor.

My 2015 'Set Your Sights' offer included 10k points to join IHG Dining. I'm Gold and would presumably go to Platinum. Do the other benefits justify US$264?

Well.. You do get a night in their 4,700+ properties worldwide. Used property, I would say you'll get your money's worth. And for your case, it gets you a further 10,000 points and the probable completion to the promotion. IHG Platinum does gets you the one level "upgrade". Where are you based? Not sure if every country's sign up offer is the same.

Based in Australia. Often stay in Crowne Plazas domestically. But also travel to Europe a bit - FR, NL, UK. Less so in the States these days.
