Excellent News for visitors and residents of Sao Paulo and Rio de Janeiro

    The University of Sao Paulo has just released their "Map of Violence 2012" which shows, Sao Paulo with a 78.4% reduction in Murders between 2000-2010. Rio de Janeiro had a 53.7% reduction in the same period.

    This is especially good news when considering that nearly all forms of violence in Rio de Janeiro have had dramatic drops during the last two years as the UPP (favela pacification program) has proven to be highly successful.

    Much more needs to be done, but the direction and momentum is a very positive factor for both cities.

    What actions did the local civic leaders take in order to bring about this reduction?

    Many things came together, but a big factor probably has been the economic and political progress of the last decade. Employed people are less likely to involved in violence than are unemployed ones, after all.

    During the last two years Rio de Janeiro has had a huge program called UPP (Slum Pacification and Policing). Systematically the City, Rio de Janeiro State and the Federal governments have cooperated to crack down on drug gangs and other crime in favelas, one by one. These have been highly effective and have been accompanied by improvements and installation of services from water, electricity and sewer to bank branches, shops and municipal services. Only this week the favela of Vidigal received a UPP, making people who stay in the Sheraton Leblon far safer because Vidigal adjoins the hotel. ( there is another post in the Sheraton Leblon thread). Sampa efforts have been more systematic too, and started earlier than did those of Rio.

    Thank you for the information. I was curious whether the "Freakonomics" theory on crime reduction was in play.

    I doubt it. Easy access to birth control methods has always been everywhere in brazil and abortion has been available too, officially or otherwise. As appealing as the idea is, no study I have heard of has supported the thesis.
