That is a serious allegation !
On the face of it this sounds pretty far-fetched to have any likelihood of being true.
However, I have no facts. Logically, how would such a practice benefit RR, who make more money on maintenance than on original engines and for whom reliability trumps almost everything? After all fixed cost is far higher than marginal cost in that business so offering defective/deficient parts seems wildly illogical to me.
