I was going to book a trip yesterday, but decided to hold off pending final plans. When I went to book today, prices on NYP/WAS had healthy increases. Same goes for the return. Does Amtrak operate the way the airlines do? Prices increase as the date gets closer?

Yes, they have fare rules and fare buckets quite like the airlines. There is often a 14 day advance purchase fare in the NE corridor which is quite reasonable, but which will disappear once inside that window, for example.
