I know that British Airways requires very high fuel surcharges when using BA miles to book awards on BA metal. Do they also collect fuel surcharges for awards on their oneworld partners?

Mostly, yes - but rarely as extreme as on their own metal. Essentially, whatever taxes BA would charge you on a commercial ticket will be charged on a redemption. Expect minimal taxes on AA (except those routes under the JB agreement) and LAN. JL low, CX moderate, QF high.

They are low on CX compared to flying on BA via LHR. Less than $100 on CX YYZ>SIN.

Just avoid starting your redemptions in London and you'll save a considerable amount. CX out of JFK via YVR and then to HKG is something like 30USD 1 way.

Go CX from JFK, stop-overs in YVR, HKG and another nice feature is you can add on DPS (Bali) from HKG without extra charge. The HKG - DPS sector books in to CX J however. From HKG you can redeem on BA F to LHR, for 120k + 250USD in taxes. Whether you get the latest BA first class (roll out started last year) is anyones guess. Personally I would go CX F over BA F! CX F is also available HKG - LHR via ba.com for 120k miles + 100USD.

The point is to avoid BA due to higher taxes and fuel surcharges and subsequently maximizing the bang for buck.

Although your right that it the fees are more, the extra charges for travel to/from LHR have nothing to do with BA.

    It's an English (LHR) thing...

It's neither an English nor an LHR thing - it's a UK thing and it's called APD/blatant thievary, whatever you prefer.

Redeemed for YYZ-DPS on CX (stopping in HKG en route) for about $250 in taxes for 2 people (150K each in CX F).
