Do buying AmEx gift cardss qualify for spending thresholds/minimums?

    They work at Simon Mall, I can tell you that from experience.

    VISA, and Lowe's gift cards.

    Yes, except on Citi cards, if you're buying from Amex (presumably through a portal.)

    Yes. I'm buying them when the 3% rebate is available to pay local and federal taxes. Its posted as points (including AmEx). Generally the 3% rebate covers the 2.x% fee that you pay to use the cards for tax payments.
