never understood this at most car rental companies in Dubai

you pick up the car and the tank is half full or 2/3 full, maybe it is an Indian thing?

gas is cheap here, so not a huge deal but strange that they do it this way

any MPers seen this practice elsewhere ?

    Often in NYC.

You get the car with whatever the prior person returned it with because many city locations do not have fuel pumps on-site to fill it up when the person prior returns it less than full.

Yes, at a lot of small locations throughout the US, often but not always non airport.

I don't run into this much but sometimes at off site smaller rental locations where they don't have gas available nearby they will just check it out at what ever level it is at. The last couple times I checked in a rental car at Budget they asked to see my 10 mile radius fill up receipt.
