I am flying YVR-TPA-YVR on award (Cash price is $690 for econ)

I am slightly confused with the CO Award system, can someone assist me, shed some light on to my situation.

    Option 1 - On Hold
    Cost: 37,500
    Outbound - YVR-IAH-CLT-TPA (First)
    Return - TPA-IAH-YVR (Economy)

    Option 2 - Too High
    Cost: 62,500
    Outbound - YVR-IAH-TPA (First)
    Return - TPA-IAH-YVR (Economy)

Option 3 - Same cost as Option 1 but in Econ
    Cost: 37,500
    Outbound - YVR-IAH-TPA (Economy)
    Return - TPA-IAH-YVR (Economy)

So my question is, can I waitlist for IAH-TPA in economy on Option 1?
If I just ask on the day of at the gate, what is the cost to a Gold CO Elite?

Yes, you can waitlist at the time of booking for the CO metal flight. I think that if you are waitlisted then there is not charge once it changes but I'm not positive.

If you would rather be on the non-stop than in F on IAH-TPA then you should be able to book YVR-IAH in F and IAH-TPA in Y and waitlist for IAH-TPA in F. This is commonly known as the "Plan B" approach to award booking. That would require calling in.
