    I think it really hinges on the system that CO uses to issue the vouchers. If they are separate from the actual inventory management system, then this is an easy scam to run. If she had access to the voucher printing system, then she could easily offer to sell a $600 voucher to somebody for $300. She would pocket the money, and the passenger would end up with a valid voucher. Especially if mixed into the entries are legitimate VDB or IDB vouchers, then it becomes hard to unravel who was legitimately receiving these vouchers, and those who bought the fraudulent vouchers. And even with the fraudulent vouchers, the agent could have easily sold them as special pre-purchase vouchers.
