Does anybody know if Citibank view Amazon Payments as a cash advance?
It should not, I've used it to meet MSR.
The word that I have heard is that AP does not charge as a Cash Advance for Citi cards. But, I have no personal experience. I know that the AP site does not have any disclaimers for it and if they are trying to compete with PayPal, I do not see why they would go through as a Cash Advance. YMMV, let us know if you try it out. Worst case is you could dispute it either with AP or Citi and say that it wasn't supposed to be a Cash Advance.
