Changing flight class on last leg of pre-November 2011 booking

    I had a question that I cannot seem to find the answer for. Before the changeover to Avios, I booked an award ticket on Cathay from Chicago to Saigon via Hong Kong on business class. At the time, only the Chicago to Hong Kong leg had business class available. The HKG to Saigon leg had only economy available. I booked the ticket.

    I see now that business class is available for the HKG to Saigon leg. I called BA to ask to change the HKG to Saigon leg to business class since I paid the miles for business class from Chicago to Saigon. BA said I have to pay the change fee. Is this true?

    I thought that under the old rules, I could always change the timing and the class of the last leg of an award booking for no fee.
