What is the likelihood of me being able to get cash or a cash advance from a prepaid Visa or Mastercard gift card purchased at a local retailer? I know it is possible with the 'rebate' cards that you can get from cell phone companies etc. by going to a bank, but I don't think all gift cards are treated this way.

My data point for the contrary is a Wells Fargo branded prepaid gift card which specifically states cannot be used for cash advance. With that in mind, I'm wondering if there is a way to know without having to either buy the card or call the number on the back of the card.

You'll need a pin number if theres any chance of getting a cash advance. so you'll need to call the giftcard bank anyway to request one. I've never heard of a cash advance-able gift card.
