the samething happened to me many yrs ago Inbounding on a PanAm flight from LHR, we werent to land due to the fog @ JFK and when we were running low on fuel we were diverted to EWR, this was back in '80 and it was Thanksgiving Day = no I&C that day at EWR when we landed.

PN didnt fly into EWR so we waited a little while till they made arragements with United to service the plane with fuel and food. So I guess Caribbean didnt do the same since its hard to believe that no Carrier that flys into EWR wouldnt help out if teh carrier simply wired over the $$$ to cover everything

That said I have no idea why they werent allowed off the flights and processed at EWR and then have the flight go on as a Domestic flight to JFK when cleared, or better would have been if the Carrier hired buses to take everyone to JFK who wanted to go and those who wanted to head out on their own would be free to do so from EWR
