This topic would probably more suited for Lonely Planet, but the figures below sound interesting!
At least some of those prices are way high. We had a perfectly nice hotel in Siem Reap for $21 double last summer. I recently checked and the price was the same this year. And that was a real hotel, centrally located, with air, bath, pool, and breakfast.
For Bangkok, the price listed is a little more than we paid for a room at a very nice Park Inn (certainly not a backpacker's hangout) and more than 4 times we paid for a more backpacker-like place off Soi Ram Butri.
Not sure what hotels they're averaging in to get those prices, but I suspect it may be all rooms in each city and not just backpacker (or even just relatively cheap) places.
Add to that, the Guardian just published a list of Top 10 beach hotels and bungalows in Cambodia from $5/night!
