I'm trying to book a UA W-Fare. But I can't seem to figure it out on Travelocity, Orbitz, or Expedia (to earn extra shopping portal miles).

I know how to do this on United.com, but is it possible on any of these other sites?

Nope, unless it is naturally the lowest fare in the market.

You could book it through one of the 3rd parties, then call UA within 24 hrs to upgrade to W without the change fee. I believe the 24hr flex rule does still apply if you book externally.
