It is no longer question of if Bombardier will announce a delay in its new CSeries program, but when, according to Walter Spracklin, RBC Capital Markets analyst.

Management has maintained that it remains on track to deliver its new 110-to-149-seat aircraft in late 2013, and that the program is still on budget.

But Guy Hachey, Bombardier Aerospace president, has indicated much of the excess time built into the program has been eaten up after various issues arose.

Mr. Spracklin said recent comments from management point to an inevitable delay, but the question is by how long and how costly it will be?
