... it is supposed to give you a 20% discount
(which it used to do). Every time I've tried
this year it ADDS 9%. I've told 2V about this -
    no response.

Are you trying to buy a Northeast Corridor ticket for travel more than 14 days from now?

Amtrak has discounted advance-purchase Northeast Corridor tickets by 25 percent. However, when you apply a promo code like the Visit Massachusetts coupon for 20 percent off, it takes the discount off of the standard fare for the route. The problem is that Amtrak doesn't make it very clear when you're being offered an advance-purchase fare (in part because they're available without adding a promo code or otherwise jumping through a hoop), so it can seem like a discount code is actually raising the fare.

H'm, thanks. I ended up using miles on United and
shaving a few hours off my itinerary.

Amtrak's own explanation was way more byzantine
and I believe less accurate than yours.
