Which Frequent Flyer programs, besides those of legacy US carriers, issue Award Tickets without charging YQ and Fuel Surcharges?

Some legacy USA carriers charge fuel surcharges on their award tickets that involve travel on foreign partner carriers, so just using miles from a USA legacy program won't necessarily avoid substantial surcharges.

Yes, I forgot that AA now charges YQ and a HUGE Fuel Surcharge for transatlantic legs to/from the UK. But as DestinationDavid mentioned, I am more interested in knowing about foreign FF programs that do not charge YQ/Fuel etc. for award tickets.

Just to clarify, AA's YQ is added to BA award flights, it's not related to flights to the UK. :)

The only UK specific charge I can think of off the top of my head is the tax on premium cabin seats, which is only when you fly out of the UK.

Unfortunately I don't know much about non-US programs, though.

Doesn't AA charge those YQ/Fuel fees to award tix to the UK on AA metal as well? I thought they do, but I will be happy to know that I am wrong!

    Nope, it's BA specific.

Not sure if AC is a legacy US carrier but they only charge YQ on own metal.
Other *A members that dont AFAIK are EuroBonus, South African and TAM.

On OW, LAN doesnt charge a fuel surcharge while Qantas doesnt charge YQ on partners that themselves dont charge, e.g. AA.
