Some discount retailers require the use of a debit card or cash for payment (or in the case of Sam's Club, only their Mastercard). Now, I've been doing a little research to try and make a few points at these locations, but all of the Visa prepaid cards that I've seen don't require a PIN, and the FAQs state that the card should be run as 'credit'. So I don't think they are treated as a debit card payment to the retailer. Are there any exceptions? Any prepaid gift cards that will run with a PIN number?

I don't know offhand of any gift cards from the major credit networks (Visa, MC, Amex, etc) that require a pin to use. The only gift cards that I've seen that are treated similar to a debit card (that is, it doesn't need to be run through a credit network to use) are the store-branded cards put out by the stores themselves and are not co-sponsored by a credit network.
