I have just been told at The Cairo IC that lounge access is given in lieu of suite upgrade. First time that has happened. Comments?

Lounge access is not an RA benefit and hotels do not need to offer suite or lounge but many do extend this courtesy on request

some ICs will only allow Lounge access with a payment but usually will offer a discount or negotiate a bit

Here is the specific rule from the IC T&C's:
An upgrade to an Executive room, Club InterContinental room, or a Suite for Royal Ambassador members at check-in is guaranteed. Where a Club InterContinental room is given, Club lounge access must also be given. Club lounge access otherwise is only to be given at the discretion of the hotel and is not a benefit.
