Regulators told America’s aircartel not to worry about anything, now CNBC reports lateness, bumps and cancellations are soaring- incredible 1/25 AA flights cancelled in July

As the story reports, much of this is caused by the grounding (as unsafe) of the 737MAX which has stretched into its sixth month.  I really don't think we can blame the airlines for that. 

That they were able to reorganize and reschedule to limit the cancellations to 4% of the scheduled flights seems commendable, not condemnable.

A regulator should be all over this.  This is an industry that forces passengers to fly in all respects under their terms and conditions.  They have zero interest in the difficulties passengers have.  Indeed, they have turned inconveniencing passengers into a profit center.  They have  driven flying to America to the lowest imaginable depths. Now these algorithmics demand passengers overlook their greed, short sighted decision making and overstretched everything and empathize with them.  Moreover, there is serious evidence these carriers endangered passengers by waiting until past the last minute to ground the maxes.  Cry me a river for the aircartel NOT.
