Frontier Airlines passengers now have to pay $5 to book a ticket over the phone with a reservations agent or in person at the airport.
The change comes as Frontier tries to increase bookings through its Web site in a struggle to cut back on costs.
EarlyReturns award tickets are exempt from the fee.
